I. There is a problem in society today. That problem is:
the problem in society today is that marijuana is illegal and the government spends to much money incarcerating people and preventing it from coming into the country
II. Facts that demonstrate that there is a problem are:

1. marijuana arrests far exceed violent crime arrests by 150,000, this is wrong that marijuana users are being targeted and police are wasting time arresting non-violent drug user, when they could arrest violent criminals
2. marijuana is safer than alcohol and alcohol is legal, adults should be able to choose.
